ABOUT US

Merseyside Environmental Advisory Service (MEAS) is a specialist unit which provides advice on specific environmental matters to the six District Councils making up the Liverpool City Region. First formed in 1986, our role and remit have developed substantially in recent years and continue to evolve.

Our Vision for the MEAS is to provide a cost-effective sub-regional centre of environmental excellence, efficiently delivering high quality environmental advice and sustainable solutions to our Local Authority customers for the benefit of the people and environment of the Liverpool City Region.

We offer the District Councils a shared service which enables them to reduce their costs while retaining, in MEAS, a core of specialist staff able to advise them across a range of environmental and planning issues.

Core Work

Merseyside Environmental Advisory Service (MEAS) is a specialist unit which provides advice to the six District Councils which make up the Liverpool City Region on environmental matters such as aggregates and minerals, coast management, contaminated land, ecology and biodiversity, environmental impact assessment, Habitats Regulations Assessment, historic environment and archaeology, renewable and low carbon energy and waste management. Our main customers within the districts are the planning departments to whom we provide environmental advice on planning applications, major projects and planning policy.

MEAS also works in support of the wider environmental agenda in the Liverpool City Region through input to, and management of specific projects and partnerships.

MEAS is passionate about embedding a sustainable and natural capital approach into the policies and strategy of our District customers and the wider Liverpool City Region. We encourage investment in natural capital as part of our integrated advice and seek to deliver higher quality and more resilient places across the City Region. All our teams are focussed on working with our customers to find cost-effective solutions for the benefit of communities, the economy and environment of our Council areas.
